People Who Must Register
A foreign national staying in Japan for more than 90 days is required to register at City Hall within 90 days of entry to Japan. If a child is born in Japan, the child must be registered within 60 days of birth. Each type of application must be made in person at City Hall. For children under 16, the child's parent, legal guardian or member of the same household applies on his/her behalf.
Required Items for Initial Registration:
- Passport
- Two identical photographs (4.5 cm high x 3.5 cm wide) taken within the last six months (not required for children under 16 years old)
Required Items for Initial Registration of Newborn Children:

Required Items for Reissue of Alien Registration Card
If your alien registration card is lost or stolen, you will need the following items for its reissue:
- Two identical photographs (4.5 cm high x 3.5 cm wide) taken within the last six months (not required for children under 16 years old)
- Copy of the report to the police of the loss
- Passport (for those who have one)
Required Items for Exchange of Alien Registration Card
If your alien registration card is soiled or damaged, you will need the following items for its exchange:
- Two copies of photographs (4.5 cm high x 3.5 cm wide) taken within the last six months (not required for children under 16 years old)
- Alien registration card
- Passport (for those who have one)
Required Items for Renewal (Confirmation) of Alien Registration
You must process the appropriate application within 30 days of the designated date on the card.
- Two identical photographs (4.5 cm high x 3.5 cm wide) taken within the last six months (not required for children under 16 years old)
- Alien registration card
- Passport (for those who have one)
Reporting Changes in Registration
When reporting changes, you must bring your alien registration card.
- Change of Address (Moving into or out of the city)
You must process the appropriate application within 14 days of the change. If the new address is outside Kawaguchi City, report to the municipal office of the city, town, ward or village of the new address. It is not necessary to report to Kawaguchi City Hall. In addition, when there is a change of address, you are also required to notify the National Health Insurance Section, National Pension Section, Child Allowance Section, and any school(s) enrolled in of the change.
- Change in Visa Status or Visa Period
You must process the appropriate application within 14 days of the change, bringing your passport or other documentation certifying the change. Changes in name, nationality, occupation or place of employment also require the same procedures.
To report a change in place of employment, you must bring documentation that has the address of your employer on it, such as an employment certificate.
- Change in Head of Household, Family Relationships or Passport
Make the appropriate changes when applying for changes 1 or 2, or when applying for reissuance of the card. You must bring your passport, a copy of your family register, marriage certificate or other documentation certifying the change. Changes in passport number/issue date or address in country of nationality also require the same procedures.
A family member of the same household who is 16 years of age or older can report changes for the applicant if the changes do not require the reissuance of the card.
Certificate of Registered Items in the Alien Registration
This certificate verifies registration and corresponds to the Japanese resident certificate (juminhyo).
Application for this certificate should be made in person or by a family member. If made by a representative or proxy, a power of attorney or a letter assigning the right of representation is required. (A letter giving power of attorney must be signed by the applicant. If the authenticity of the letter is questionable, issuance of the certificate may be denied.)
Returning Your Alien Registration Card
If you leave Japan without applying for a re-entry permit, you must return your alien registration card to an immigration inspector at the port of departure. Furthermore, if a card holder becomes a naturalized citizen or dies, the alien registration card must be returned to City Hall when filing the appropriate reports.
Re-Entry Permit
If you apply for a re-entry permit before leaving Japan , you may keep your status while you are out of the country. (Please complete the appropriate procedures at the Immigration Bureau. These procedures cannot be handled at City Hall.)
